During the American Revolutionary war, Norfolk, Virginia was taken over by the Whigs (patriots) under the command of Colonel Robert Howe. The British Governor, Lord Dunmore, departed and a small British naval force, laying off the coast, bombarded the town with cannon fire. They also sent landing parties ashore who set some buildings alight. The Whigs decided to loot the town and increase the damage by setting fires themselves.
